Financial Aid for Full-time Undergraduates
There are various types of financial aid available for you to apply for if you require financial assistance.
New applicants should only submit financial aid scheme applications after you have been accepted for admission.
The Central Provident Fund (CPF) Education Loan Scheme is available to all subsidised SUSS full-time undergraduate students who are Singapore Citizens (SC) or Singapore Permanent Residents (PR) studying in the MOE-subsidised degree programmes at SUSS. This scheme cannot be used to pay miscellaneous fees.
As stipulated by the CPF Board, you can use your own, your spouse's or your parents' CPF savings to pay for your tuition fees. The use of a sibling's CPF savings is only considered on a case-by-case basis.
Repayment
Repayment will start one year after graduation or on leaving the programme, whichever is earlier. The student has to repay the full amount of CPF savings withdrawn and the interest from the time the savings are withdrawn in cash. The interest, which is based on the prevailing CPF interest rate, will be credited into the CPF account of the member whose savings had been used. The repayment can be made in one lump sum or by monthly instalments over a maximum period of 12 years. For outstanding amounts of up to S$10,000, the minimum repayment per month is S$100.
Guarantor
With effect from 1 April 2005, CPF Board has waived the need for students to furnish a guarantor for applications to use CPF savings for education.

The Mendaki Tertiary Tuition Fee Subsidy scheme is an education subsidy for Malay students to cover their tuition fees at tertiary institutions.
With effect from 1 January 2011, students with Malay as their first component race of a double-barrelled race (i.e. Malay-Indian or Malay-Chinese) are also eligible for the scheme.

The Tuition Fee Loan (TFL) is a Government education loan to help students in their payment of tuition fees.
Singapore University of Social Sciences (SUSS) has appointed DBS Bank Ltd as the agent to administer the TFL Scheme on behalf of the University.
Students who have applied for TFL through DBS will first receive the status of their loan account from the bank, and subsequently a final email notification from SUSS if their applications are successful and accepted. The TFL application is only completed and confirmed, upon the issuance of this final email notification from SUSS.
Eligibility
The TFL is available to all SUSS full-time undergraduate students who are Singapore Citizens (SC) or Singapore Permanent Residents (PR) studying in the MOE-subsidised degree programmes at SUSS.
From AY2018, the TFL is extended to full-time International Students studying in the MOE-subsidised degree programmes at SUSS.
The following categories of students are not eligible for TFL:
- Students receiving Government/Statutory Board/SUSS scholarships which cover 100% tuition fees
- Students using Provident Fund ("CPF") savings for payment of 100% of the tuition fees
- Students receiving full tuition fee subsidy from Mendaki
- Students who are taking non-undergraduate programmes
- Students who are not receiving MOE tuition grant for their undergraduate programmes
Loan Quantum
The TFL covers up to 90% of the tuition fee payable by SC. It does not cover any other miscellaneous fees. You may choose any of these loan quanta: 30%/50%/80%/90% of the total tuition fees payable by SC.
SUSS has the discretion on the quantum of the loan to be granted based on its assessment of the student's needs for financial assistance.
Students who have obtained other loans (e.g., CPF Education Scheme) that cover less than 90% of the fees payable by SC are eligible to take up the TFL to cover the remaining fees payable, as long as the total TFL amount awarded does not exceed 90% of the subsidised fee payable by SC. The total loan amounts (from both the TFL and other loans) should not exceed 100% of fees payable by the student.
Guarantor
You will need a guarantor to apply for . The criteria for the guarantor for the TFL are as follow:
- One guarantor above 21 years but not exceeding 60 years
- No income qualification will be stipulated
- SC guarantor will be accepted for applicant
- SC or PR guarantor can be accepted for a PR applicant
- SC, PR or foreigner can be accepted for foreign applicants
Repayment
The repayment terms are as follows:
- Repayment of the loan can be made in one lump sum or by equal monthly , commencing not later than 2 years after graduation.
- The minimum amount of repayment is S$100 per month and the maximum repayment period is 20 years
- In the event that the borrower leaves the University without completing the degree programme, the loan outstanding will immediately become due and payable. The borrower may, however, repay the outstanding sum by monthly on such terms and conditions as stipulated by SUSS
Interest Rate
Interest will commence after the borrower's graduation.
The following interest rates will be applicable to all new Government education loan (i.e. Tuition Fee Loan and Study Loan) agreements signed on and after 1 April 2024.

- Please visit Tuition Fee Loan | DBS Singapore and follow the instructions under the ‘Apply Now’ section to submit your TFL application online via the DBS digibank app. Please submit your application by the stipulated submission deadline above. After submitting, the bank will issue you the loan account number.
- Please be informed that you and your guarantor are required to complete the TFL application via DBS digibank. Otherwise your application will be considered as incomplete.
Important Note:I Digital TFL Application is only applicable to applications with Guarantors who are Singapore Citizens/Permanent Residents and Foreigners who are pass-holders (Residing or working in Singapore). If your Guarantor is neither residing nor working in Singapore please refer to the guide for more information on how to apply for your TFL.
The bank will take approximately 7 working days to process your TFL application and thereafter inform SUSS on the the loan account status of your application.
If your application is successful, SUSS will notify you by email on the balance of the course fee amount payable at your end, after receiving confirmation from the bank. Please note that your TFL application is only confirmed, upon receiving this email from SUSS.

Eligibility
Singapore Citizen (SC) and Singapore Permanent Resident (PR) students and International Students (IS) studying full-time in the MOE-subsidised undergraduate degree programmes in SUSS are eligible to apply for the SL.
Full-time undergraduates who are awarded fee subsidy or loan by an organisation registered with a government agency or have applied for the government TFL in full or a mixture of both, provided the total subsidy or loan is not below 80% or 90% (refer to table below) of subsidised fees payable by SC shall be considered for the SL. The maximum limit of SL is 10%/20% of the subsidised fees payable by SC plus S$3,600 per annum for living allowance. The total loan amounts for fees (from TFL, SL and other loans) should not exceed 100% of subsidised fees payable by the student.
Full-time undergraduates who have obtained loans amounting to 100% of tuition fees payable from either the CPF Education Scheme or a combination of the TFL and the CPF Education Scheme can borrow up to the maximum living allowance loan quantum only.
Those who are awarded Mendaki fee subsidy or loan can borrow up to the maximum living allowance loan quantum only.
SUSS has the discretion on the quantum of the loan to be granted based on its assessment of the student's needs for financial assistance.
Loan Criteria and Quantum
The SL will be awarded on a means-tested (i.e., needs analysis) basis. The loan quantum is based on the student's Gross Monthly Household Per Capita Income (PCI):

Interest Rate
For students under Tier 1 Study Loan scheme, interest is waived during the repayment period of 5 years. Interest will start accruing if repayment is made beyond the 5-year period.
For students under the Tier 2 Study Loan scheme, interest will commence after the borrower's graduation.

How to Apply (2-Part Process)
(Note: Students must have TFL or a loan with any registered government organization before applying SL)
Part 1 of SL application
- To apply, submit the online SL Application Form and the required supporting documents before the stipulated deadline.
- If your application is successful, you will be notified by SUSS within 7 working days of your TFL approval from DBS bank via email (note: only successful applicants will be notified).
Part 2 of SL application
- Upon receiving the email notification from the University, please note that you and your guarantor are required to upload the SL approval letter (issued by the University) and complete the Study Loan form via DBS digibank. Otherwise your application will be considered as incomplete.
In the meantime, you may read through this guide to learn more about what you need to prepare in advance for the submission.
- Upon receiving the confirmation of your Study Loan form submission via DBS digibank, SUSS will notify you via email of the balance of the course fee amount payable on your end, i.e., total course fee payable less your Tuition Fee Loan, Study Loan and any other loan to finance the tuition fees.
- DBS will then update SUSS on your successful Study Loan application and you should receive an annual statement from the bank for your reference.
Applications submitted without the complete set of supporting documents will be deemed as incomplete and will not be processed. Please ensure that you have completed both Part 1 and Part 2 of the application.

The SUSS is committed to providing a quality education for all our students. To ensure that no deserving student is denied admission because of financial difficulty, the SUSS offers a variety of financial aid schemes.
The financial aid schemes are open to financially-needy students with good academic records (for new students), or have made satisfactory progress towards completion of his/her academic programme (for existing students).
Application Period
1 to 30 June
Applicants will be notified of the outcome via MyMail by end August. The decision of SUSS is final and binding, and no reasons will be given for the non-selection of unsuccessful candidates. No appeals will be entertained.
SUSS Study Grants
The SUSS Study Grants provide financial assistance to needy students studying at the University. To be eligible for the study grant, you must be a Singapore Citizen or Permanent Resident with financial needs and must achieve at least a cumulative Grade Point Average of 2.0 at point of study grant application.
Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.

SUSS Alumni Cares Study Grants
The SUSS Alumni Cares Study Grants are established to inspire underprivileged and/or financially disadvantaged students who are pursuing a full-time education at SUSS. The award will support full-time students with a study grants of S$1,000 each. Each grant is given only for the semester in which it is awarded, and is used to pay the course fee of that semester. There is no bond attached to the study grant.
To be eligible for the study grant, you must have a monthly household per capita income (PCI) of less than S$2,500.

SUSS Business and Community Circle Study Grants [New]
The SUSS Business and Community Circle Study Grants are established to support financially disadvantaged full-time undergraduates, who have been awarded the Higher Education Community Bursary/ Higher Education Bursary in the same academic year.
Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.

SUSS Class of 2022 Study Grant Fund
The annual Class Giving campaign is an initiative led by a team of students from the graduating class. It aims to encourage graduands-to-be to create a meaningful legacy, marking their time with SUSS. Through contributions to funds carefully selected by the Class Giving team, the campaign supports fellow students in need of financial support, to tide through these tough times. Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.
To be eligible for the study grant, you must have a monthly household per capita income (PCI) of less than S$2,500.

Ang Yew Shen Study Awards
The Ang Yew Shen Study Awards, together with SUSS, is provided to students pursuing a full-time undergraduate programme in School of Business.
To be eligible for the award, students must meet the following criteria:
- Year 3 students who are going on to Year 4 of studies and
- Must achieve at least a cumulative Grade Point Average (CGPA) of between 2.5 to 3.7 at point of study grant application.
Shortlisted students will be monitored during their final year. The student with the most improved CGPA will be awarded the amount of $3,000, at the end of his/her Year 4 studies.
Shortlisted candidates are required to attend an in-person group briefing by the donor. They are also encouraged to initiate one-to-one engagements with the donor throughout the year.

BDO Jubilee Study Awards
The BDO Jubilee is providing financial assistance to needy students from the School of Business. To be eligible for the study grant, you must be a Singapore Citizen or Permanent Resident with financial needs and must achieve at least a cumulative Grade Point Average of 2.0 at point of study grant application.
Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.

Catalyst Study Awards
The Catalyst Study Awards is provided in each academic year to deserving full-time undergraduates with financial needs.
To be eligible for the award, students must meet the following criteria:
- Singapore Citizen or Malaysia Citizen,
- Achieve a cumulative Grade Point Average of at least 3.0 at point of study grant application, and
- Monthly household per capita income (PCI) of less than S$1,000.
Each study award is valued at S$3,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study award.

The Elizabeth and Anthony Prakasam Trust, together with SUSS, is providing Study Awards in each academic year to deserving undergraduates with financial needs.
Each Study Award is valued at S$3,000 for full-time students, to be disbursed annually. Students have to attain a minimum CGPA of 2.5. Deserving students that do not meet the CGPA requirements may still be considered.

ESG GRT
Students who are participating in SUSS-approved Overseas Work Attachment/Internship (OWA/I) programmes may be eligible for funding from the ESG Global-Ready Talent Programme (GRT) which consists of subsistence and travel allowance.
Who is Eligible?
Students who fulfil the following requirements may be eligible for GRT funding:
- Singapore Citizens or Singapore Permanent Residents
- Students undertaking SUSS full-time undergraduate programmes
- Students must have cleared SUSS’ selection process for the respective overseas programme
- Students must not have been awarded any scholarship or funding whatsoever by anyone in respect of the same items for which the student is granted funding under the GRT funding
Value of the Grant
If your OWA/I is with a GRT-Approved Singapore Enterprise*, your funding amount is capped at:
- Subsistence: S$600/month
- Travel Allowance: S$700/placement (lump-sum)
* GRT-Approved Singapore Enterprises will provide an internship allowance of S$1000/month.
If your OWA/I is with a Foreign Enterprise, your funding amount is capped at:
- Subsistence: S$800/month
- Travel Allowance: S$700/placement (lump-sum)

The Glocom Marketing Pte Ltd is providing Study Awards valued at $3,000 each to deserving undergraduates with financial needs. Students must fulfil the following criteria:

The Industry Preparation for Pre-Graduates (iPREP) programme is a talent development initiative aimed at equipping local ITE, Polytechnic and University students in infocomm and media courses with relevant skillsets and work experience during their academic studies to enhance their industry-readiness upon graduation.
Who is Eligible?
Students who fulfil the following requirements may be eligible for iPREP funding:
- Singapore Citizens
- Students undertaking SUSS full-time undergraduate programme in Business Analytics
- Students must have cleared SUSS’ selection process for the respective overseas programmes
- Students must not have been awarded any other funding in respect of the same items for which the student is granted funding under the iPREP
- Students in their final semester of studies are not eligible for the funding

Kewalram Chanrai Group Study Grants
The Kewalram Chanrai Group together with SUSS, is providing study awards annually to needy female students studying at the S R Nathan School of Human Development. - Industry attachment programme must be in a maritime-related business entity approved by CareerDev

The Octava Foundation, together with SUSS, is providing study awards to deserving new students with financial needs from the full-time Bachelor of Social Work programme.

- New students who are in their first semester of studies and

The successful recipients will be awarded the amount of $3,000 in each academic year throughout the 4 years of their studies with SUSS.

OWA Bridging Loan
Students who are participating in SUSS-approved Overseas Work Attachment (OWA) programmes of at least 4 months in duration may be eligible for the Bridging Loan.
Who is Eligible?
Students who fulfil the following requirements may be eligible for OWA Bridging Loan:
- Confirmed an OWA placement of at least 4 months in duration
- Received in-principle approval from other funding sources and avenues endorsed by Office of Career Development
- Must not have been awarded any scholarship or funding whatsoever by anyone in respect of the same items for the same OWA programme

The amount of Bridging Loan will be capped at 80% of the total programme funding amount approved for the your OWA.

Quantedge Foundation – SUSS Education Access Awards
Who is Eligible?
- Singapore Citizens
- Students undertaking SUSS full-time undergraduate programmes
- Gross monthly household Per Capita Income (PCI) of not more than $750 and must concurrently hold the Higher Education Community Bursary (HECB) Tier 1. Details on the HECB are available here.
- Lives in a HDB flat that is no larger than a 4-room type HDB flat;
- Does not, and whose immediate family members (including parents, spouses, siblings and/or children) do not, own any private property in or outside of Singapore; and
- Does not already possess a Bachelor’s degree.
Tenure and Value of Award
This Award will support recipients during their 4-year study at SUSS. It will cover costs for the Tuition fees (excluding deferred/repeat course fees, re-sit fees, miscellaneous fees, and overseas expenses) after offsetting the Higher Education Community Bursary (Tier 1).
As an awardee of the Quantedge Foundation (QF)-SUSS Education Access Award, your full tuition fee may be covered by the various financial aid schemes such as the Higher Education Community Bursary, other study award/grant and/or MOE Tuition Fee Loan in addition to the QF-SUSS Education Access Award.

Wong Lan Eng Study Grants
The Estate of Wong Lan Eng, together with SUSS, is providing study grants to eligible full-time undergraduates.
The award amount will be disbursed to the recipient on an annual basis of S$1,000 per year (capped at total S$4,000 per recipient).
For continued yearly disbursement, the recipient must maintain a cumulative grade point average (CGPA) of at least 3.0 in each semester. For more information, please refer to the Terms and Conditions.

The Singapore University of Social Sciences (SUSS) Overseas Experience Grant (OEG) is open to needy full-time undergraduates who have applied to undertake any of the programmes endorsed for Global Learning, such as industry-based study programmes, overseas leadership programmes, overseas outdoor education programmes, virtual learning/exchange programmes, global service learning programmes, community-based global learning programmes, overseas summer/winter school programmes, overseas semester exchange programmes, or any other university-approved overseas educational programmes.
Who is Eligible?
- Full-time undergraduate matriculated in SUSS who is a Singapore Citizen or Permanent Resident with financial needs;
- must achieve at least a cumulative Grade Point Average (cGPA) of 2.0 at point of application for the OEG;
- must have a Monthly Gross Per Capita Income (PCI) not exceeding S$2,500, or Monthly Gross Household Income (GHI) not exceeding S$10,000 or able to provide evidence of family financial difficulties;
- must have completed the Overseas programme before they apply for the OEG.
Students may not claim from PSEA and OEG for the same programme.
Value of the Grant
The value of each OEG is up to S$500.
Each student can be awarded the OEG only once throughout the entire candidature for his/her course of study.
Kindly note that the OEG is processed on a reimbursement basis.
Students should apply within 1 year of programme completion for the expenses of the programme to be valid for claim.

Note: Software programmes like Microsoft Office, Adobe, SPSS, etc., are not covered under this grant.
Eligibility
- Available to full-time and part-time undergraduate students who are Singapore Citizens (SC) or Permanent Residents (PR).
- A maximum of 20 grants will be awarded per semester.
- Students must meet the income criteria: Monthly Household Per Capita Income (PCI) ≤ S$1,000, based on information submitted during their Higher Education Bursary/ Higher Education Community Bursary applications (reviewed periodically).
Notification for Eligible Students
- Students granted a bursary based on SUSS records will be notified via email of their eligibility to apply for the Tech Grant.
- Students who do not receive an email but meet the criteria may contact Student Life at [email protected] during the application period to apply.
Grant Details
- Reimbursement Amount: Up to S$500
- Each student is eligible to receive the grant only once during their candidature.

The Post Secondary Education Account (PSEA) scheme helps parents save for their children's post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government's efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government's commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is open automatically for all eligible Singaporeans.
Students may apply to use their own or their siblings' PSEA to pay fees to be incurred at Singapore University of Social Sciences, among other approved institutions.
PSEA Balance
Edusave Account balances of students, if any, will be transferred to their PSEA. You can visit the MOE PSEA Scheme website to find out more details on the PSEA Scheme. To find out your PSEA balance, you can call the PSEA/Edusave enquiry line at +65 6260 0777 or contact MOE at www.moe.gov.sg/contact.
How to Apply?
For ongoing withdrawal of PSEA fund to pay for tuition fees and miscellaneous fees
- Using your own account only, your own and sibling’s/siblings’ accounts OR solely your sibling’s/siblings’ accounts: submit a Standing Order (SO) Form1here.

For one-time withdrawal of PSEA fund to pay tuition fees and/or miscellaneous fees or enrichment programme fees that are approved and endorsed by the University
- Using your own account only, your own and sibling’s/siblings’ OR solely your sibling’s/siblings’: submit an Ad-Hoc Form2here. You will need to submit a new form if you wish to pay the fees in the subsequent semesters.

1 & 2 You will need to log in using your SingPass account for the online PSEA application. Students below 21 years old will require parents to log in on their behalf

Termination Request
A SO is a one-time application for automatic withdrawal of PSEA fund until either the fund is used up or when the SO is terminated (SO Termination Form) or replaced (submission of new SO).
For termination of SO, please submit your SO Termination Form to MOE online.
