Financial Aid for Law Students
There are various types of financial aid available to Law students who need financial assistance.
The Central Provident Fund (CPF) Education Loan Scheme is available to all subsidised SUSS full-time undergraduate students who are Singapore Citizens (SC) or Singapore Permanent Residents (PR) studying in the MOE-subsidised degree programmes at SUSS. This scheme cannot be used to pay miscellaneous fees.
As stipulated by the CPF Board, you can use your own, your spouse's or your parents' CPF savings to pay for your tuition fees. The use of a sibling's CPF savings is only considered on a case-by-case basis.
Repayment
Repayment will start one year after graduation or on leaving the programme, whichever is earlier. The student has to repay the full amount of CPF savings withdrawn and the interest from the time the savings are withdrawn in cash. The interest, which is based on the prevailing CPF interest rate, will be credited into the CPF account of the member whose savings had been used. The repayment can be made in one lump sum or by monthly instalments over a maximum period of 12 years. For outstanding amounts of up to S$10,000, the minimum repayment per month is S$100.
Guarantor
With effect from 1 April 2005, CPF Board has waived the need for students to furnish a guarantor for applications to use CPF savings for education.

The Mendaki Tertiary Tuition Fee Subsidy scheme is an education subsidy for Malay students to cover their tuition fees at tertiary institutions.
With effect from 1 January 2011, students with Malay as their first component race of a double-barrelled race (i.e. Malay-Indian or Malay-Chinese) are also eligible for the scheme.

The Tuition Fee Loan (TFL) is a Government education loan to help students in their payment of tuition fees.
Singapore University of Social Sciences (SUSS) has appointed DBS Bank Ltd as the agent to administer the TFL Scheme on behalf of the University.
Students who have applied for TFL through DBS will first receive the status of their loan account from the bank, and subsequently a final email notification from SUSS if their applications are successful and accepted. The TFL application is only completed and confirmed, upon the issuance of this final email notification from SUSS.
Eligibility
The TFL is available to all SUSS full-time undergraduate students who are Singapore Citizens (SC) or Singapore Permanent Residents (PR) studying in the MOE-subsidised degree programmes at SUSS.
From AY2018, the TFL is extended to full-time International Students studying in the MOE-subsidised degree programmes at SUSS.
The following categories of students are not eligible for TFL:
- Students receiving Government/Statutory Board/SUSS scholarships which cover 100% tuition fees
- Students using Provident Fund ("CPF") savings for payment of 100% of the tuition fees
- Students receiving full tuition fee subsidy from Mendaki
- Students who are taking non-undergraduate programmes
- Students who are not receiving MOE tuition grant for their undergraduate programmes
Loan Quantum
The TFL covers up to 90% of the tuition fee payable by SC. It does not cover any other miscellaneous fees. You may choose any of these loan quanta: 30%/50%/80%/90% of the total tuition fees payable by SC.
SUSS has the discretion on the quantum of the loan to be granted based on its assessment of the student's needs for financial assistance.
Students who have obtained other loans (e.g., CPF Education Scheme) that cover less than 90% of the fees payable by SC are eligible to take up the TFL to cover the remaining fees payable, as long as the total TFL amount awarded does not exceed 90% of the subsidised fee payable by SC. The total loan amounts (from both the TFL and other loans) should not exceed 100% of fees payable by the student.
Guarantor
You will need a guarantor to apply for . The criteria for the guarantor for the TFL are as follow:
- One guarantor above 21 years but not exceeding 60 years
- No income qualification will be stipulated
- SC guarantor will be accepted for applicant
- SC or PR guarantor can be accepted for a PR applicant
- SC, PR or foreigner can be accepted for foreign applicants
Repayment
The repayment terms are as follows:
- Repayment of the loan can be made in one lump sum or by equal monthly , commencing not later than 2 years after graduation.
- The minimum amount of repayment is S$100 per month and the maximum repayment period is 20 years
- In the event that the borrower leaves the University without completing the degree programme, the loan outstanding will immediately become due and payable. The borrower may, however, repay the outstanding sum by monthly on such terms and conditions as stipulated by SUSS
Interest Rate
Interest will commence after the borrower's graduation.
The following interest rates will be applicable to all new Government education loan (i.e. Tuition Fee Loan and Study Loan) agreements signed on and after 1 April 2024.

After submitting, the bank will issue you the loan account number.
- Please be informed that you and your guarantor are required to complete the TFL application via DBS digibank. Otherwise your application will be considered as incomplete.
Important Note:I Digital TFL Application is only applicable to applications with Guarantors who are Singapore Citizens/Permanent Residents and Foreigners who are pass-holders (Residing or working in Singapore). If your Guarantor is neither residing nor working in Singapore please refer to the guide for more information on how to apply for your TFL.
The bank will take approximately 7 working days to process your TFL application and thereafter inform SUSS on the the loan account status of your application.
If your application is successful, SUSS will notify you by email on the balance of the course fee amount payable at your end, after receiving confirmation from the bank. Please note that your TFL application is only confirmed, upon receiving this email from SUSS.

Eligibility
Singapore Citizen (SC) and Singapore Permanent Resident (PR) students and International Students (IS) studying full-time in the MOE-subsidised undergraduate degree programmes in SUSS are eligible to apply for the SL.
Full-time undergraduates who are awarded fee subsidy or loan by an organisation registered with a government agency or have applied for the government TFL in full or a mixture of both, provided the total subsidy or loan is not below 80% or 90% (refer to table below) of subsidised fees payable by SC shall be considered for the SL. The maximum limit of SL is 10%/20% of the subsidised fees payable by SC plus S$3,600 per annum for living allowance. The total loan amounts for fees (from TFL, SL and other loans) should not exceed 100% of subsidised fees payable by the student.
Full-time undergraduates who have obtained loans amounting to 100% of tuition fees payable from either the CPF Education Scheme or a combination of the TFL and the CPF Education Scheme can borrow up to the maximum living allowance loan quantum only.
Those who are awarded Mendaki fee subsidy or loan can borrow up to the maximum living allowance loan quantum only.
SUSS has the discretion on the quantum of the loan to be granted based on its assessment of the student's needs for financial assistance.
Loan Criteria and Quantum
The SL will be awarded on a means-tested (i.e., needs analysis) basis. The loan quantum is based on the student's Gross Monthly Household Per Capita Income (PCI):

- In the event that the borrower leaves the University without completing the programme, the loan outstanding will immediately become due and payable. The borrower may, however, repay the outstanding sum by monthly on such terms and conditions as stipulated by SUSS.
Interest Rate
For students under Tier 1 Study Loan scheme, interest is waived during the repayment period of 5 years. Interest will start accruing if repayment is made beyond the 5-year period.
For students under the Tier 2 Study Loan scheme, interest will commence after the borrower's graduation.
The following interest rates will be applicable to all new Government education loan (i.e. Tuition Fee Loan and Study Loan) agreements signed on and after 1 April 2024.

Part 1 of SL application
- To apply, submit the online SL Application Form and the required supporting documents before the stipulated deadline.
- If your application is successful, you will be notified by SUSS within 7 working days of your TFL approval from DBS bank via email (note: only successful applicants will be notified).
Part 2 of SL application
- Upon receiving the email notification from the University, please note that you and your guarantor are required to upload the SL approval letter (issued by the University) and complete the Study Loan form via DBS digibank. Otherwise your application will be considered as incomplete.
In the meantime, you may read through this guide to learn more about what you need to prepare in advance for the submission.
- Upon receiving the confirmation of your Study Loan form submission via DBS digibank, SUSS will notify you via email of the balance of the course fee amount payable on your end, i.e., total course fee payable less your Tuition Fee Loan, Study Loan and any other loan to finance the tuition fees.
- DBS will then update SUSS on your successful Study Loan application and you should receive an annual statement from the bank for your reference.
Applications submitted without the complete set of supporting documents will be deemed as incomplete and will not be processed. Please ensure that you have completed both Part 1 and Part 2 of the application.

SUSS Study Awards for Law
The SUSS Study Awards for Law is open to current Bachelor of Laws (LLB) and Juris Doctor (JD) students.
Applicants must be Singapore citizens with financial needs and must achieve at least a cumulative Grade Point Average of 3.5 at point of study award application.
The value of each study award is S$3,000 and will be used to offset against the tuition fees for the semester. It is awarded based on applicant's Gross Monthly Household Per Capital Income (PCI)1 or Monthly Gross Household Income (GHI)2, or evidence of financial difficulties.

The SUSS Business and Community Circle Study Grants are established to support financially disadvantaged students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS), who have been awarded the Higher Education Community Bursary/ Higher Education Bursary in the same academic year.
Value of Study Award
Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.

The Choo Swee Tong Study Award aims to provide financial assistance to deserving current students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).
Eligibility Criteria
- Completed one year of academic study in the School of Law;
- Have a dependent staying in the same household. The term ‘dependent’ shall refer to (i) a child or children below 18 years of age; or (ii) a child or children above 18 years of age who is/are enrolled in an institute of higher learning; and/or (iii) elderly parents who are not in receipt of an income; and
- Monthly household income per capita (PCI) does not exceed S$4,300.
Tenure of Study Award
The tenure of this study award is one academic year. There is no bond attached to the study award.
Value of Study Award
Each study award is S$3,750 and will be used within the awarded academic year (2 semesters) to offset the recipient's tuition fees.

The MCF-Sivakumar Murugaiyan Lion of Erin Lodge Study Award aims to provide financial assistance to deserving students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).
Eligibility Criteria
- Singapore citizen with impressive academic and co-curricular activities records, strong language skills, and demonstrable leadership qualities;
- Monthly household income per capita (PCI) does not exceed S$4,300.
- Minimum CGPA of 3.5.
Tenure of Study Award
The tenure of this study award is one academic year. There is no bond attached to the study award.
Value of Study Award
Each study award is S$7,500 and will be used within the awarded academic year (2 semesters) to offset the recipient's tuition fees.

The SLAW Resilience Study Award aims to support LAWLLB and LAWJD students who are motivated and committed to serving society and broader communities, especially the less privileged, to create a positive multiplier effect.

- Possess impressive academic and co-curricular activities records, strong language skills, and demonstrable leadership qualities;

The Justice Choor Singh Study Award for Law
The Justice Choor Singh Study Award aims to provide financial assistance to deserving students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).

Wong Lan Eng Study Award for Law
The Wong Lan Eng Study Award for Law is open to current Bachelor of Laws (LLB) and Juris Doctor (JD) students.
The value of the study award is up to S$7,500 and will be used to offset against the tuition fees in each academic year to students with financial needs.
It is awarded based on applicant's Gross Monthly Household Per Capital Income (PCI)1 or Monthly Gross Household Income (GHI)2, or evidence of financial difficulties. Preference will be given to applicants with a per capita income (PCI) of no more than S$2,500.
1PCI refers to gross monthly household Per Capita Income (PCI) and is computed based on GHI divided by the number of immediate and non-immediate family members living in the same household.
2GHI refers to gross monthly household income of immediate and non-immediate family members, where:
For Unmarried Students:
- Immediate family members include parents who may or may not be living together with the student.
- Non-immediate family members include grandparents, siblings, spouses of siblings, siblings of parents, and any other relatives living together with the student.

The SUSS Student Care Fund aims to provide contingency financial grant for students facing sudden or immediate financial hardship, arising from unexpected family and life situations.
Eligibility
- Current SUSS undergraduate and graduate students
- Requires assistance with living expenses due to sudden occurrence of any of the following by the main income contributor and/or co-contributor:

The SUSS Tech Grant is designed to provide financial assistance to SUSS students for the purchase of technology-related items essential for their academic needs. These items include technological devices, such as laptops, tablets, and any other technology-related devices or software deemed eligible by SUSS.
Note: Software programmes like Microsoft Office, Adobe, SPSS, etc., are not covered under this grant.
Eligibility
- Available to full-time and part-time undergraduate students who are Singapore Citizens (SC) or Permanent Residents (PR).
- A maximum of 20 grants will be awarded per semester.
- Students must meet the income criteria: Monthly Household Per Capita Income (PCI) ≤ S$1,000, based on information submitted during their Higher Education Bursary/ Higher Education Community Bursary applications (reviewed periodically).
Notification for Eligible Students
- Students granted a bursary based on SUSS records will be notified via email of their eligibility to apply for the Tech Grant.
- Students who do not receive an email but meet the criteria may contact Student Life at [email protected] during the application period to apply.

The Post Secondary Education Account (PSEA) scheme helps parents save for their children's post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government's efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government's commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is open automatically for all eligible Singaporeans.
Students may apply to use their own or their siblings' PSEA to pay fees to be incurred at Singapore University of Social Sciences, among other approved institutions.

Termination Request
A SO is a one-time application for automatic withdrawal of PSEA fund until either the fund is used up or when the SO is terminated (SO Termination Form) or replaced (submission of new SO).
For termination of SO, please submit your SO Termination Form to MOE online.
With the aim to provide opportunity for potential family and criminal lawyers who are not eligible for the MOE's Tuition Grant to pursue the Law programmes in Singapore University of Social Sciences, the Ministry of Law is pleased to announce the availability of the MinLaw-SUSS Study Award starting 2017.
Tenure of Study Award
The study award is tenable for a period of five (5) years for the Bachelor of Laws (LLB) and four (4) years for Juris Doctor (JD) programme. Capped at S$9,500 each semester, the award will be used to offset the course fee for the semester.
Value of Study Award
Each study award is worth a total of S$95,000 for the LLB or S$76,000 for the JD programme.
Eligibility Criteria
- Must be a Singapore Citizen;
- Not eligible for the MOE Tuition Grant;
- Not sponsored by any organisation for the LLB or JD programme; and
- Monthly household income per capita (PCI)* does not exceed S$3,300 or demonstrate financial difficulties.
Award recipients will be required to serve a 5-year bond by practising family and/or criminal law in a Singapore law practice upon graduation and admission to the Singapore Bar.
* PCI = Gross income of family members in household / Total number of family members in household
Gross income refers to amount before deduction of CPF. It includes allowances, overtime, commission, bonus, etc.

In support of Singapore's continued focus in encouraging marriage and parenthood, all part-time adult students will qualify for two free courses when they get married or have children during their programme of study.
Eligibility
- They must be a Singapore Citizen or Singapore Permanent Resident
- They must have registered their marriage on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
- Their child/children must be born/adopted on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
Both husband and wife are eligible for the scheme individually, if they are both students of SUSS.
